Nearshore Software Development in Mexico
Engineering teams in Guadalajara, Leon and Aguascalientes that work your hours, join your standups, and ship in your sprint. Here is what Mexico actually gives you, and what it costs you to get wrong.
Why Mexico, Specifically
Most arguments for nearshore software development in Mexico collapse into one word: proximity. That is right, but it is too vague to plan around. Proximity buys you three concrete things, and they are worth separating.
The working day. An engineer in Guadalajara is one to three hours from your desk depending on whether you sit in Pacific, Central or Eastern time. That is not a scheduling convenience. It is the difference between a production incident resolved inside an hour and one that waits for a handoff note.
The legal frame. Mexico is a USMCA party. Contracting, cross-border data flows and business travel all sit inside a negotiated trade framework rather than an improvised one. Offshore arrangements further afield rarely offer anything comparable.
The commercial frame. Mexico's own labour law now sets hard rules about how outsourced engineering work may be structured. Handled properly this protects you. Handled carelessly it is a liability you inherit from your vendor.
This page covers Mexico as a place to build. If you are weighing Mexico against Colombia, Argentina or Brazil, start with our nearshore software development overview, or read the longer argument in why outsourcing to Mexico makes sense.
Where We Actually Are
Unosquare runs delivery centers in Mexico, Colombia and Bolivia. In Mexico that means three cities: Guadalajara, Leon and Aguascalientes. We also hold offices in Birmingham and Portland in the US, Belfast in the UK, Bogota and Medellin in Colombia, and Cochabamba in Bolivia. The full map is on our about us page.
Three cities matter more than one. A single-site vendor concentrates your risk: one labour market, one power grid, one commute. Spreading engineering across Guadalajara, Leon and Aguascalientes gives us a wider hiring pool to draw from and keeps a team staffed when one city has a bad week.
On time zones, central Mexico tracks US Central time closely, which puts a Guadalajara engineer within one hour of Chicago, roughly two of New York, and roughly two of San Francisco depending on the season. In practice teams run your ceremonies at your times. Nobody dials into a 5am standup.
How Hiring and Vetting Work
The honest version: a nearshore engagement succeeds or fails on who you get, not on which country they sit in. Here is our process, including the parts you should do yourself.
Four gates, every role, every time
Every engineer clears a technical assessment, a live coding review, an English proficiency check, and a culture fit interview. Every engineer clears all four before they ever meet a client. We hire fewer than 2% of applicants. We do not hire generalists, and we do not hire juniors to bill as seniors.
A word on English, stated plainly
We test English because it is a real variable, not because Mexico has some national advantage in it. Vendor pages that claim Latin American engineers simply speak better English than everyone else are selling you something. Fluency varies enormously by individual. Interview your candidates live, in English, on a call. If a vendor resists that, take the hint.
What the calendar looks like
Day 1 is discovery: skills, seniority, availability, time zone preference. Across days 2 to 10 you receive 3 to 5 profiles per role with resume, GitHub and portfolio, and you interview the ones you like. Days 11 to 21 are onboarding, hardware and access, with engineers contributing by day 14 to 21. Typically that is 5 to 10 business days to present candidates and 2 to 4 weeks to productive. If someone is not the right fit, our replacement guarantee covers it.
This is the same process behind our staff augmentation services, and it applies identically across our Latin American hiring.
Legal, Contracting and IP: What to Get Right
This is the section most Mexico pages skip, and it is the one that actually costs money when ignored. None of the below is legal advice; take it to your counsel.
USMCA: data movement and localization
Under the USMCA digital trade chapter, parties commit not to prohibit or restrict the cross-border transfer of information by electronic means, including personal information, where it is for the conduct of a covered person's business (Article 19.11). Parties also commit not to require a covered person to use or locate computing facilities in that party's territory as a condition for doing business (Article 19.12). In plain terms: your repositories, CI and cloud do not have to move to Mexico because your engineers are there. Read the official Chapter 19 text.
The 2021 labour reform and REPSE
On 23 April 2021 Mexico published a decree in the Diario Oficial de la Federación reforming the Federal Labour Law on subcontracting. It prohibits the subcontracting of personnel, and permits only specialized services that do not form part of the beneficiary's corporate purpose. Providers of those services must be registered with the Secretaría del Trabajo y Previsión Social, renewing every three years, through the REPSE registry. Ask your vendor for their live registration, and scope the statement of work as a specialized service.
Data protection changed in 2025
Mexico issued a new Federal Law on the Protection of Personal Data Held by Private Parties, published in the Diario Oficial on 20 March 2025, in a decree that also issued new general transparency and public-sector data protection laws and amended the federal public administration statute. The official publication history is maintained by the Chamber of Deputies. If your last legal review of Mexican data handling predates March 2025, it is out of date; confirm the current supervisory authority with counsel.
Intellectual property
IP is a contract question, not a geography question. Your MSA should assign all work product to you, and the vendor should bind each individual engineer through their employment terms so the chain of assignment is unbroken. Ask to see that clause before you sign, not after.
What Actually Drives Cost
We do not publish hourly rates, and we would treat any that you find with suspicion. Rate cards circulating for Mexico trace back to vendor marketing rather than any primary source, they are stale within a quarter, and they describe an average engineer who does not exist. What is worth understanding is the shape of the cost.
- Seniority. The largest single factor. A staff-level platform engineer and a mid-level frontend developer are not close in price, and pretending otherwise is how engagements get mis-scoped.
- Scarcity of the stack. Common stacks cost less than niche ones. Specialist data, ML and security skills compete against global remote demand, and the price reflects that.
- Team shape. An engineer plus embedded QA plus a share of DevOps costs more per head than raw developer capacity, and usually ships more.
- Engagement length and notice. Short, high-churn engagements carry more recruiting cost per productive month than stable ones.
- Total cost, not headline cost. Rates exclude what you no longer pay: recruiting, benefits administration, payroll tax, equipment, and the months of vacancy before a direct hire starts.
The comparison worth running is fully loaded cost per productive engineer-month against your real alternative, which is usually a US hire you have not yet made. Our notes on nearshore rates and cost drivers cover the arithmetic, and we will scope a concrete plan before you commit to anything.
Team Shapes That Work
Most clients start with 2 to 5 engineers and scale to 20 to 50 or more without re-onboarding: same account team, same standards, more capacity. Three shapes cover nearly every engagement.
- Individual capacity. Named engineers who join your existing squads, attend your ceremonies and are managed by your leads. You own direction and outcome. This is the fastest way to clear a backlog.
- Dedicated squads. A formed team with a tech lead, taking ownership of a product area or service while reporting into your organization. Right when you need throughput on a whole surface rather than extra hands.
- Project delivery. Fixed-scope work such as a migration, a modernization or an audit, where we own the outcome. See our team models and application modernization.
Across all three, the stacks are the ones you would expect: Java, .NET, Python, Node.js and Go on the backend; React, Angular and TypeScript on the front; AWS, Azure, GCP, Docker and Kubernetes underneath; plus QA automation, data engineering and AI work. The full list is on our technologies page.
Work We Can Point To
These are Unosquare nearshore engagements. We staff from Mexico, Colombia and Bolivia and do not publish a per-engagement breakdown of which center supplied which engineer, so read these as evidence of how we work rather than as a Mexico-only roster.
- Foundation Medicine. A relationship running since 2012. The nearshore team grew to 16 backend engineers, 13 QA engineers, 7 frontend engineers, 3 full-stack engineers, a BI specialist, a Salesforce engineer and a business analyst, migrating the core reporting platform off Node.js and Oracle onto Postgres without interrupting live reporting.
- Flatiron Health. Over two years supporting cancer research tooling, with capacity spread across five or more product teams: 4 software engineers, 5 quality engineers, a DevOps engineer and a data engineer working in Python, Node.js, C#, SQL and AWS.
- First Data. Twenty-four weeks replacing green-screen workflows on a platform handling a large share of US card transactions, with 66 redesigned screens and a migration from COBOL to a modern Java backend.
More of this work sits under healthcare and financial services.
Frequently Asked Questions
Why choose Mexico for nearshore software development?
Mexico sits in US time zones, and that is the practical difference. Our delivery centers in Guadalajara, Leon and Aguascalientes overlap the full US business day, so engineers join standups, pair on incidents, and answer in minutes rather than the next morning. Mexico is also a USMCA member, which gives contracting, cross-border data transfer and business travel a settled legal footing that more distant markets do not have.
How does time zone overlap actually compare to offshore?
Nearshore teams in Mexico share the same business day as US clients, typically one to three hours of clock difference depending on your coast. Offshore arrangements in Asia or Eastern Europe leave minimal live overlap and push teams into asynchronous handoffs. That difference shows up in ramp-up: we see two to four weeks to productive nearshore, against four to eight weeks offshore.
How do you vet engineers in Mexico?
Every engineer clears four gates before they ever meet a client: a technical assessment, a live coding review, an English proficiency check, and a culture fit interview. We hire fewer than two percent of applicants. We still recommend you run your own technical interview and speak with candidates live, because English fluency varies by individual and you should judge it for yourself rather than take anyone on trust.
What does Mexico's outsourcing reform mean for my contract?
Mexico's 2021 labour reform prohibits the subcontracting of personnel outright, and permits only specialized services that fall outside the client's own corporate purpose. Providers must hold a REPSE registration with the Secretaría del Trabajo y Previsión Social and renew it every three years. Ask any Mexican vendor for their current REPSE registration, and have counsel confirm your statement of work is scoped as a specialized service.
Who owns the intellectual property, and can data leave Mexico?
IP assignment is a contract matter: your master services agreement should assign all work product to you, and bind individual engineers through their employment terms. On data, USMCA commits its parties not to restrict the cross-border transfer of information by electronic means for business purposes, and not to require that computing facilities be located in country. Mexico also replaced its private-sector data protection law in March 2025.
What drives the cost of a nearshore team in Mexico?
Seniority and scarcity drive most of it. A senior platform or data engineer costs more than a mid-level frontend developer, and niche skills cost more than common stacks. Engagement length, team shape, and whether you need QA, DevOps or design alongside engineering all move the number. We scope a specific plan rather than quote a rate, because published hourly rates rarely survive contact with a real team.
